Steps to Reproduce:
STEP: Start a JPP 6 server (e.g. 6.0, 6.1 or 6.1.1)
STEP: Restart the server
FAIL: Error occurred: Server failed to start
ASSERT: Server is in state "Started"
FAIL: Server is in state "Stopped"
