Interesting that this only affects the zip files... JBTIS TP 4.3.0.Beta1f-SNAPSHOT is
pulling in
org.eclipse.draw2d.feature.group [3.10.1.201508170204]
from http://download.jboss.org/jbosstools/updates/requirements/mars/2015090810...
I'm using the Sep 18 JBDS 9.0.0.CR1 so it isn't coming from there. I'll look
into it some more.

Cannot install JBDS-IS 8.0.0.GA early access in offline mode. Note that DV tooling (Teiid
Designer and ModeShape) can be installed without any problem.
