Users not using PDE can choose to not install it when the dialog
comes up.
Actually they can't. The dialog that shows up when installing from Central doesn't
allow to select a subset of the installation
PDE is installed by default in JBDS and Eclipse Java EE anyway.
It may change in the future, but since this is a patch version for Kepler and JBDS 4.1, it
seems indeed ok to just apply the PDE patch feature as well.
I sometimes use JBDS as a basis for development
I don't recommend it, unless you do use some JBDS features during PDE development. A
more efficient way is to use JBDS as a target-platform in a PDE-friendly IDE &
Workspace.

We decided to provide an easy way for JBT users to install Java 8 support in Eclipse
Kepler SR2 in 1 click, instead of have to chase the update sites for JDT, M2e and WTP.
