Current Edit dialog does not alllow editing tag uri or tag name. I think it'll be
reasonable to update it and use for Add action. I'll add tag uri or tag name fields.
Should they be read only for Edit action? Like it is now. Showing tag uri or tag name
fields seems to me more comfortable interface than simple text in the dialog heading.

"Add" button should be added to existed "Edit" and "Remove"
buttons.
Now it's possible to add new template for unknown tags only via VPE context menu.
Having all three buttons on the one page is very convenient.
Also "Global EL Expressions" preferences page has such a behavior.
