It seems that it's a bug/feature of the WTP Structured Editor. In this case it
doesn't resolves the position after "#"-sign as an attribute value, so it
doesn't give us the proposals for an attribute value at all. This happens because the
next characters are the tag-closing chars ("/>").
Seam EL is absent in proposal list of CA if there is no trailing
