It seems can be done the same way it works in usage reporting. AbstractContextProvider
interface should be used. It would create IContext instance with default text and links
for JBoss Tools if no AbstractContextProvider service is available. JBDS would install
plugin with AbstractContextProvider service and replace default values for JBoss Tools.
Help button works not in all wizards.
