It seems to be a regression. While implementing JBIDE-5475, partitioner/hyperlink that did
that were disabled so that this feature is to be reimplemented in new hyperlink detector.

For example, in <h:outputText value="#{Message.header}"/>, if user tries
open-on on name region of attribute 'value', html_basic.tld should be opened with
selected element <attribute> corresponding to it.
