I checked that it works exactly as Rob explains. With management poller, the server is
correctly shown as "Starting" until all the portal deployments are deployed and
the server is fully started. With web poller, it's the way it is - once the web port
responds, "Started" is shown, but it still takes some time before the server is
fully started and everything is deployed.
Verified in JBDS 8.0.1.CR1 B352.
JPP 6.1 is in "started" state before it is completely

When starting JPP 6.1 (I haven't tried it with other versions yet), the server is in
"Started" state in servers view before it is completely started.
