Resolution: Done
I recalculated the requirements for the offending plugin using SR1 (as opposed to Juno),
and the core.boot requirement was removed. I am convinced this is safe for current nad
future versions, nad it has been committed.
Can't install JBoss AS Server adapters from Juno JavaEE M3

In Juno JavaEE M3,
* go to the server view
* create a new server
* click on download additional server adapters
* select the JBoss AS Tools server adapter
* click next
The installation can not proceed due to :
