the current impl is not ideal:
* It only helps novice users in the use case where the instance key is used for ssh and
the tool added it to the ssh preferences when it created it.
* The warning may be triggered even if the ssh key's configured properly (if the name
of the key file is not related to the name of the key). Warning users then is annoying
them.
* Things belong to the 2nd wizard page, where the user decides to create an ssh
connection.
I definitely think that we have to think about a different approach. Basically there's
no reliable detection that may warn users in a reliable manner. On the other hand not to
offer anything is not ideal either since instance key and ssh key may be related. We
should at least offer an explanatory text that reminds the user to check its
ssh-preferences.
Launch instance wizard: you get warned of a key that is not known to
the ssh-subsystem even if the key is listed in the ssh-prefs
