This is solely indicating that if a poller is in 'non-managed' mode, then it should default to started. The reason I did this was because you had previously (forcefully) suggested that the Deploy-Only server, which has no startup mode, MUST be in state "started" at all times, as, the job of a deploy-only poller is not to start or stop, but ONLY to deploy, and therefore, users expect it to deploy. I would expect a non-managed server, which does not start or stop, similarly has no function other than deploying, and thus it's behaviour should match that of the deploy-only server. Finally, you had suggested the editor text be something like "Assume server is started". I am pretty sure that assuming a server is started would include making the server adapter be in mode 'started'. This seems to go with all of my other assumptions and the behaviour of the deploy-only server as well.
