Since my idea of expanding the idea of a 'target' was rejected, I have to work within the o.e.remote framework to generate targets. And o.e.remote doesn't really have a model where each 'type' (ssh, serial, wtp-appserver) keep track of their own list. That's kept in o.e.remote directly.
