I am seeing the download bring the progress monitor up to about 85%. The unzip brings it up to 91%, up to 95% when the overall dl/unzip complete, and the last 4% is for creating the runtimes. So yeah, I can see about 4% of slippage between the completion of unzip and the completion of (dl + unzip), but that's not enough to scare me really.
