Since we've removed the credentials 'validate' button, there's no obvious
place to alert the user, so we added it to the front page.

in JBIDE-16896 I noticed LGPL license was shown to me.
I expected T&C's but I guess my user already was approved.
Couldn't validate credentials actually inform you already signed the TC's you can
start download or something similar ?
