We ran into this issue before. Basically if you want to install Fuse Tooling early access
IUs then you must install the released (non-early-access) Fuse Tooling. This should be
documented. It makes it more confusing to the user if we were to include all of Fuse
Tooling in the early access update site (as it is not EA but released) just for
convenience.

when you check early access, then
JBoss Fuse Development:
"Tools related to the development of Integration and SOA applications - includes
support for Fuse Tooling Data Transformation and SwitchYard."
I would expect that if I check 'early access' then I will get an extended list of
features (the old list + new features), but in this case I got another list.
So, after installing Transformation tooling I have to install 'JBoss Fuse
Development' again if I want to use server or fabric in the tooling.
