Packing/p2 problem stems from the fact that eclipse/ no longer has platform jars in it;
adding clean-eclipse/ to classpath and search path fixed the problem. I believe this is
related to JBDS-464.

For some as yet unknown reason, the update sites are missing metadata and packed jars.
Worked fine for last R build of CR2, but is now busted in nightlies.
