I'm actually looking for solution to make toggling a template responsibility. It means
template would process mouse events and VpeConrtroller would not be aware of any Toggling
interface.

After fixing JBIDE-9339 toggling has disappeared from VPE.
"instanceof" returns VpeTemplateSafeWrapper class instead of the template
itself.
