Yes, it's either a case of "use JDK 6.0 to install" or "try again after
the site's done refreshing"
For my money, your best approach is to download the update site zip and update offline,
but that's just me. :)

1. Install Eclipse 3.5 JEE
2. Add BIRT, m2 and JBT NU sites
3. Select ALL JBT components to install
