Resolution: Won't Fix
This is not a bug. This is WTP functionality.
Each runtime you create is a unique runtime. It has a unique ID (which is how its defined)
with unique values.
Once you delete one runtime, no cache of it remains in the workspace.
There is therefore no way at all to tell if the new runtime you created is the same as the
old, or something completely different.
Therefore WTP will not associate any random runtime of a similar type with the project.
This will not be fixed. This is a feature
