Yes. I'm not seeing this behavior in "old" Central (JBDS 7.0.0.Alpha1c). It
was introduced in JBDS 7.0.0.Alpha2
(jbdevstudio-product-universal-7.0.0.Alpha2-v20130407-2320-B135.jar) along with new
Central Look'n'Feel.

When resizing Central, left and bottom scrollbars are flickering.
On linux (KDE) I'm also unable to resize (enlarge) central so the scrollbars
disappears (in other words: scrollbars stays there, no matter how "large"
central editor is)
