for maven projects it does not make sense to set targeted runtime since the dependencies
are fetched from maven not the actual runtime.
But it might make sense for other cases so please open that in a separate bug.

install AS 7.1
Run examples - it tells me it requries AS 7.0...ignore that.
Target runtime is now blank even though I have AS7.1 installed.
That should not happen.
