Every plugin has to declare its own license / copyright details. Every .java file CAN do
the same (but need not if the plugin that contains it states this information). Ideally,
every feature should ALSO include this information so it's presented to users upon
installation.
But since it's possible to install a plugin w/o its containing feature (eg., by
including it in a different feature), you really NEED to have every plugin declaring its
usage rights/rules.
Bottom line: great idea, but can't be done.

Would be nice to have an integrated plugin in JBoss tools to do licensing so that we
don't always have to go out and get a separate plugin just to change the license on
all files :) Just an idea.
