[bv-dev] Size validator for int

Several TCK tests rely on this; however I have never seen anything in the spec to dictate that this should be covered. Having said that, it is of course extremely easy to implement this validation for Number, so I am happy to test this as a missing item in the spec as opposed to a problem in the TCK. Matt
