WEB-INF/lib isn't on the classpath. You can just access this via the Servlet or
Portlet API.
And accessing the beans.xml as resource might btw also be tricky in OSGi environments
(where lots of things aren't like we are used too).
Provide a means for portable extensions to access beans.xml files

There is currently no portable way for extensions to get access to beans.xml files
installed in WEB-INF/lib, as CDI starts up before the ServletContext is availible.
This would be useful for extensions that wish to add extra information to beans.xml in a
different namespace.
