I like the idea of having it in the beans.xml honestly. It would allow you to exclude an
extension from being executed for an archive, it would allow for easier running or
excluding of extensions from CDI 1.0 in a CDI 1.1 runtime.

Typically an extension class is packaged in a jar, along with a
META-INF/services/javax.enterprise.inject.spi.Extension file which enables it. However,
this means that an application, or another extension, has no way of disabling extensions.
