I changed the rights according to what was decided during our last meeting :

Now all people who volunteered to start a doc have edit rights and can change to rights as
well.
I let most people in “suggestion” mode to avoid fight over content. But if you feel it’s
not necessary you can change it on your doc.

achieve an initial document forming the discussion base? Who is in charge of moderating
the documents, accepting/declining suggestions?
