Let's say this is your view and is one of n possible
interpretations of the spec wording.
Then it's the only correct interpretation. Read section 5.1. It specifies what I
described above. At the same time it *does not* say anything about TCCL and classloaders
in general which you are referring to. I don't think we can proceed further with this
issue without clear understanding of how modularity is supposed to work in 1.0

Since @ApplicationScoped currently is defined in 6.5.2 as to be 'like in the Servlet
specification' this means that you will get a new instance for every WebApplication
(WAR file).
There is currently no specified CDI scope for providing a single shared instance for a
whole EAR.
We could (ab-)use @Singleton for that, but this is currently not well defined at all.
Alternatively we could introduce an own new annotation like @EnterpriseScoped or likes.
