I’ve created a new thread to discuss the terms under which you contribute to CDI. For CDI the only reason to sign up on the JCP page is to be listed on the JCP page. The first level that already exists is an "Observer". Which does not require formal membership, you simply join via an online form. All JSRs hosted on java.net allow a user to join a project and their default status until changed is "Observer".
