I don't think CDI-286 is related. These methods were added in the context of CDI-138, and IMHO are still relevant because of CDI-269 (Fire PAT for annotations) was rejected (so there's no other way to add modified qualifier and interceptor binding annotation, provided you can't change the original annotation code).
