Since that step happens entirely on your machine, I would think it's a disk i/o issue or you were running other memory-hogging processes at the same time. Kill firefox, chrome, and any other java processes you might be running and try again.

The problem as it exists now (after the changes) only occurrs *only if you try to create a server adapter for the very same app that you just created* (not if you create an adapter for any other service app that is already built). It manifests itself once the server adapter wizard is closed, the server adapter is created and starts up. The user gets the following error dialog (notice the typo):

The error prevents the server adapter from starting up, it is stuck in [Stopped, Republish] state and will as long as the build is still running.
Once the build is finished, the server adapter is [Starting] and publishes to the pod.
This imho is thus not a proper error any more, it is expected that the server adapter cannot publish as long as the build for its app is not finished. The error message/feedback could be more insightful though.

Result:
OpenShift project combo has no project preselected. You cannot manually select any either.
