I've added a quick screenshot of resource monitors in the critical moment - there is not much happening as far as i/o and memory consumption goes.

Happens every time I run it, no matter what I'm running. [~rhopp] has the same issue, so I'm not alone in this either.

I don't think that is the case. I've downloaded the very same devstudio build and installed it on its own with nothing like this happening.
I've also extracted the jbds jar from the installer and ran it and got the same result as when run from the bundled installation.
So it really looks to me that the file is somehow corrupted, rather than the entire build.

This is not faulty, it is called 'Nightly build' and sometimes it looks like this

I wonder if "Committing the provisioning operation" involves pinging the usage tracker server to record all those 404s we use for "phoning home" at install time. Anything in your .log about usage or 404s?
