Here's the way it works for now:
- if the Message Console is closed, the "Tail files.." action brings the new
dialog to let the user choose the tail options, then on "Finish", it opens the
Messageconsole in the Console view and starts tailing the remote file(s)
- if the MessageConsole already exists (even if the Console view is closed or not
visible), the dialog is not shown and the focus is messageconsole is brought in front.
So, the user needs to close the MessageConsole (with the grey 'X' cross on the
status bar on the right side of the view) and then call again 'Tail files...' to
have the dialog appear.
I'm attaching a screencast to demo that behaviour.

Since there is a new dialog for specifying log files filter, it should open every time i
click on Tail files context menu. Now you need to close console with tailed files to
change the file filter.
