I have an implementation of this in Seam at ui/src/main/java/org.jboss.seam.ui.resource.StyleResource for css - it has a couple of Seam specific ways of doing things like Expresisons and Resources but these should be easy to be swapped out. I also (confusingly) wrote automatic id prefixing based on the naming container into this for the wiki plugin architecture.
This code would be much better off in RF :)
