I can still reproduce this bug with 4.3 and using dev-examples (haven't tried with other RF versions).
Just to make sure I checked that dev-example is using correct RF version (and indeed it uses 4.3.5-SNAPSHOT) and I also tried to redownload all the artifacts not to have any outdated hanging around but still, I am able to reproduce it with just the same JS code as showed in description.

I have reviewed it:
1) I don't like a fact that #visitTree is copied, but without common ancestor we have only option - delegate to static implementation, that isn't clean as well.

I've updated the Pull request with the following changes:
# The child visit rejection from the RenderExtendedVisitContext (RF-13107) is now in the AbstractTogglePanelItem#visitTree method itself
# AccordionItem and Tab have their own visitTree methods that delegate to the AbstractTab#getVisitableChildren method
The class hierarchy for the toggle panels and their items is a mess. Their is much to be gained from re-factoring and consolidating the respective implementations. This task however will be left for a later Richfaces 5 Alpha release. In the mean time the functionality has been placed as cleanly as possible.
[~lfryc] I'd appreciate yet one more review of the PR before I merge the branch and backport the fix to RichFaces 4.3.
