I've committed a fix where I applied the same changes to the height handling as were applied to the width handling in RF-13616.
[~jhuska] please review all aspects of width/height handling for the popupPanel. I will await your QA analysis before we proceed with a respin.

I have retested on WildFly 8.0.0.Final, and I have not found any other issue. (unfortunately it is not possible to test this new fileUpload automatically because of ARQGRA-432).
