If you are using custom javascript to disable the fields, then you'll have to use
custom javascript to manipulate the taborder once you re-enable the field.

The tabindex attribute is not correctly being restored to any element that is disabled
when the .show() method is called.
For various reasons we have fields that we enable and disable with javascript, not using
the disabled field on h:inputText.
If a field is disabled, and a modal popupPanel is shown, then the field is enabled, the
field has been taken out of the tab order.
This only affects disabled fields, and does not affect enabled fields.
