Using Fiddler I'm able to see that all the resources cached.
so can not reproduce.
2) anyway - js error you listed not connected to caching problem.
update RF to 3.3.3 Beta1 or 3.3.2 SR1
ui.pack.js and framework.pack.js is not cached in the IE8 browser
with JBOSS server
