I cannot understand why this is necessary, so please explain me why is not possible to
have scrollable empty container in front of table moving table content.

Table content cannot be scrolled by mouse wheel - only way to do that is hover with mouse
over scrollbar and next use wheel.
It' because scrollable div, which actually have overflow:auto, is behind the table
content.
