rich:toolTip requires that element it is attaching to outputs client identifier as id
attribute. Try to set it. Please reopen bug if that doesn't help

rich:toolTip seems to like being the child of a rich:panel, but when I tried to hang it
off an s:button, or off a plain div, it did not seem to work.
Are there some special restrictions to tooltips? Why?
