Investigate IE6 peekaboo bug specifically with the SImpleTogglePanel

A user is reporting that the simpleTogglePanel is very susceptible to the IE6 peekaboo
bug. Under certain conditions, depending upon the content of the simpleTogglePanel, the
headers will disappear. When you scroll down the page and then scroll back up they
re-appear. My expectation is that a UI component should be somewhat resistant to common
IE6 problems such as the peekaboo bug.

We first need to investigate and recreate this issue, then see what is required to harden
