empty value is handled on the JavaScirpt side. Popup was fixed
colorPicker: component popup doesn't appear when value is empty
or undefined.

#1. Define value: value="#{colorPicker.value}", where value=""(empty
string).
#2. Navigate to the page.
#3. Try to call component popup.
Actual behavior:
Popup doesn't appear. The same behavior for <rich:colorPicker without
"value" attribute.
