It is not possible to move panel vertically when minHeight and maxHeight is set to the same value, e.g. <rich:popupPanel id="popupPanel" header="header" left="auto" moveable="true" minHeight="500" maxHeight="500" resizeable="true" top="auto"> ... </rich:popupPanel>. It is not possible to move panel at all when all 4 attributes are set to the same value.
