The problem in method AjaxStateManager#restoreStateFromSession line 292:
restoredState = (Object[]) logicalStates.get(logicalStates.firstKey());
As described in Apache Commons Collections documentation this must return state which
most recently inserted but it returns first state instead.

AjaxStateManager restores states in funny order (not as expected and described in
comments)
The reason most probably that there is a bug in Apache Commons Collections LRUMap
implementation
( that is described in
https://issues.apache.org/jira/browse/COLLECTIONS-279 )
The effect of such behavior - command links do not work in dataTable with dataScroller
after the page has been changed.
