Not a bug: as rich:extendedDataTable has built-in filtering, it should request all rows in
the worst case.
Take a look at similar concept implemented:

just check livedemo sample(add datascroller and rows attribute to the extendedTable).
datascroller will works fine. But using debug you could see that Range is always contains
firstRow=0 and rows=-1
