Conversation-scoped components are not available during the RestoreView phase. So, when the TabPanel has its "restoreState" method invoked, it sets "restoredRenderValue" field to null. Later, during the ProcessDecodes phase, my component is actually available, but getSwitchedFacetsAndChildren() doesn't look at it; instead, it looks at the restoredRenderedValue field, and because it's null, it doesn't execute ProcessDecodes on any of the child tabs.
