To be clear, this issue deals with resource packaging wehn resourceOptimization is
enabled?
Is the above resource still placed in the mapping file? Does this result in the resource
not getting served? Seems like a significant bug if that's the case.
Some of resources like jquery.focus.js and ckeditor.js are not
packaged

In build of {{dist/static-resources}}, some of components are not packaged:
* {{jquery.focus.js}}
* {{ckeditor.js}}
It it not convenient to package {{ckeditor.js}}, but this issue might affect more
resources.
Further investigations required.
