Gleb - please investigate this issue, and see how large of a change it will be to have
these be consistent? I would like to have this in CR1, but if risky would rather push
off.

The 4 panel types with headers have by default diffrent layouts and heights:
- rich:panel, rich:accordionItem, rich:collapsiblePanel, rich:popupPanel have different
header hights.
- rich:panel, rich:collapsiblePanel have a white space between border and header, while
ch:accordionItem, rich:popupPanel have no such white space
