He is a small test file that reproduce the error, note that you need to reduce window size
to make Internet Explorer open the drop to up.

The items in the dropDownMenu are presented "below" several elements on the
page.
The items are partly overlapped by most other elements in the vicinity.
However SELECT lists are fully overlapped.
