Not a bug.
This behavior caused by uploading file from localhost to localhost.
This one should not be reproduced in real way.

Step 1. Add file with big weight(600 Mb) through the rich:fileUpload component's
"Add" command button.
Step 2. Click "Upload" & verify time before "File size
restricted" message will appear.
Actual behavior:
File processing takes 1,5 minutes approximately.
