This is known issue and, as Robert said, usual workaround is to use
{{<h:outputStylesheet target="head" />}}.
I'm trying to find out another solution.

If the outputStylesheet is included in the h:head then it is added before the built-in
stylesheets then has no effect. If the outputStylesheet is included in the h:body then is
ok. Of course, this applies to property that we want to overwrite.
